use it whenever rage permits. just make sure not to break CC once glyphed (that is, if it does break CC and isn't a "smart" attack). works great with thrash and swipe to build more aoe threat.
i wouldn't say it's completely necessary now, since there should be ample CC, and dps should focus the kill target...but we dont live in a perfect world (of warcraft) and the glyph is useful for max aoe threat with swipe and thrash. plus what other major glyph would you take over it?

It should be noted though, that sometimes you have a certain type of mob (elementals or undead anyone?) against which no CC can be used. Elementals without a warlock in the group for example, or undead without a priest or pally.
Anyways, just check out the eb and flow of your rage bar to get a good feel when to use maul. If you tend to get rage starved after using it, then you're using it too soon. As Rokkmojo said, 50% sounds about right.

Maul is off the GCD threat, use it whenever you have the rage for it.
My current philosophy is to use maul any time it's up and I have over 50% rage.

There is no groups without pallys... ever...
