If you go to the starting zone of the race you plan to be exalted with, then do the quests from that set of zones, that should get you to early Revered by 40, if not close to Exalted.

You can browse up all the quests that gives reputation to your desired faction. Like this :

Also keep in mind that with every 10 points you get with one faction you get 1 point for all the others. It's quite possible to use that to your advantage and do
all
of the starter quests for your factions.

If you do all the quests you will easily make Exalted with any starter faction by level 40, with the possible exception of Darkspear and/or Gnomeregan. My human paladin hit Exalted with Darnassus by 28 or 29, and with the rest of the Alliance factions by 39. Humans do have a reputation advantage, but at most I expect it would take a non-human an additional level. If you're Horde I'd tack on an additional level if you're looking for racial mounts for a faction you start Neutral with.
Keep in mind, when I say I did all the quests, I do mean every last one of them. I even did all the starting quests in Coldridge Valley, Northshire, Shadowglen, and Ammen Vale. If you're the sort who prefers to grind rather than quest, you have no hope at all of reaching Exalted by 40.
