Race choice is generally less important than most people seem to think these days.
With the change to racials it is much more about which toon you like the look of most, instead of the minor difference each racial will have on your endgame playstyle.

As for spec, well there are a few essentials in the Disc tree that have been overlooked by the spec you posted.
Inner Focus and Meditation are an absolute must for mana regeneration in longer fights.
That means a minimum of 14 points in the Disc tree to be able to last more than the length of your mana bar without regular innervates, especially since the change to mana pot usage.

The debate over Silent Resolve and Imp Inner Fire will always exist. Personally I run with tanks that are very good at fast agro generation and have quick reactions so I prefer Imp Inner Fire, but it is a personal preference.

With all that in mind I would suggest this spec with 1 point left to spare. This point could be put into Guardian Spirit for tank healing or Deserate Prayer for self preservation, again, a personal preference really.

now that the priest racials have been removed more or less all the races are the same.
I just find that being a night elf (as i am) is very very confortable...

From a pve point of view the racial shadowmeld is gold. It's like to have a second Fade button that has this side effects:
1 - you reset all the aggro, once for all
2 - you can resurrect ppl in combat (well almost... once you click shadowmeld you are put out of combat so before becoming visible again u can start the resurrection spell on someone... hoping the tank will be able to stay alive for 3 seconds :)
3 - if things go really bad.... you can run away, shadowmeld and resurrect people directly from the instance... avoiding annoying corpse runs

I am a Blood Elf myself, and Arcane Torrent really is great as it returns 6% of maximum mana which means it scales brilliantly. Right now it gives me back roughly 1000 mana every 2 minutes, therefore if I use it every time its up it equals about 42mp5 I personally think that is greater than 10% haste (Although greater if you are hurt) for 10 seconds every 3 minutes. Also berserking DOES still have a mana cost, at least it does on my hunter.

Ah! i forgot another use of Shadowmeld :PP

u can drink anytime u want.... which is confortable if the boss fight is long and phases based.

Example... last boss in Utgarde Keep... you use all the mana during the first phase? No problem... cast shadowmelt and sit down to drink in those 3 seconds the boss will be ressed you'll be full of mana again :P

If u have some mana problems in the middle of the fight u can cast the Guardian Spirit+Renew on the tank, shadowmeld and start to drink... if things will go really bad the tank will go to 0% hp and the GS will refill him of 50% of his life... otherwise if the tank is good you'll be able to drink for 5 o 6 seconds which should be enough to refill u (usually this is the scenario you'll face considering that GS+Renew fills my tank for 1500 hp per tick :)
