As much as I'd love to encourage it, feral is much easier for leveling. The best bet for leveling Balance is to obtain the Glyph of Wrath or the Glyph of Entangling Roots and start with 3/3 points into Nature's Focus of the Restoration tree. Because of pushback, you need something to allow you to cast without being interrupted. The biggest problem with leveling Balance is lacking a mechanic to reliably keep your mobs off you. If you have your heart set on it, you'll need a bit of money (for the glyphs) to make it truly be effective.
Another idea is simply do instances all the way until Lv40 where you get Moonkin Form and you can eat hits like nothing.
Otherwise, go Feral until about level 40 where you can respec into Balance and get Moonkin Form.
I don't wish to be discouraging, but Balance is rather difficult to level as.
