Not a bad build as far as frost/arc but one minor tweak I'd do to it.
The "Brain Freeze" point is wasted, you're never ever ever gonna need a 1:20 chance to cast an instant weak fire ball. I'd move it over th PoM. And when you open up with a frostbolt on someone, pom-frostfire bolt for uberly crit-your-pants goodness.
