I was thinking the 3% dam to crit blue gem or the 2% int one? Which is the best choice?

+21 Crit Rating and +3% Critical Strike Damage

2% int means something like 20 int, which is ridiculous in terms of dps upgrades.
+3% to crit damage actually ends up being 209% to your crits instead of 200%, ie gaining 9% of your normal damage on each crit. This is a huge benefit to your dps, it's generally the best caster meta-gem.
