Depends on what you want: Undead is a great race for PvP since you'll be able to break fear. BElf is very nice as well since you get a racial silence. For PvE i'd suggest going for Gnome for the 5% extra int.
Might be other good options though

Gnomes have the 5% int racial, but it's a rather meaningless bonus if you ask me.
Just to add on, it's probably meaningless for Fire/Frostfire/Frost spec. Arcane makes great use of that extra 5% more int.
