The answer to your question depends on what gear you have, and what you want to do with your paladin.
(or if you want to use it to make G)

The frozen orb is probably going to be the cheapest part of anything you would be getting crafted. You Said: "(spending money on the other regs is not really an issue as long as it doesn't get insanely expensive...)"
Insanely expensive is quite subjective, but if you're worrying about what to "spend" your frozen orb on (~20g on both servers i play on), you probably don't have a lot of gold.
Look at the prices for the other mats and see what you can afford, we have no idea what the economy is like on your server. Give us some options you're looking at and can afford and I'm sure one of us will be able to help you see which is a bigger upgrade for you.

I prefer to spend them on Icy Prism's. I've done tons of heroics so I've saved up quite a few. The problem is i have problems getting the Chalcedony/Dark Jade/Shadow Crystals.... I'm too cheap to get them from the AH, and they are hard to come by through prospecting.

I got a holy bolt/FoH paladin. One FoH clears the thrash. The ones redemption doesn't handle, that is. Quite funny, cause he's the only boss I can run with that character.

I never did get my nigma ='(
Its alright though my merc could 1v1 hell baal. >=)
