Anything that increases your armor stacks with Bladed Armor - Toughness, Frost Presence, etc.
The only exception may be bonus armor on gear (not the base armor, but the green extra stat that adds extra armor, instead of extra crit, hit, or whatever). From
the 3.0.8 patch notes
:
Bonus armor beyond the base armor of an item will no longer be multiplied by any talents or by the bonuses of Bear Form, Dire Bear Form, or Frost Presence.

It doesn't directly apply to bladed armor, except that it affects the amount of armor you have. Bladed Armor is not your armor value from items, but rather your total armor value (which includes base armor, agility, buffs, and any of the items in 3.0.8 that will not be multiplied by frost presence or toughness).
