I dont see how getting both is mutually exclusive. An 18/53 build would be able to incorporate both talents if you're willing to sacrifice some of the more PvP oriented ones. In my opinion, Two-handed Weapon Specialization is essential as it effects all aspects of your DPS output. Bloodsurge on the other hand can be argued as being somewhat more lackluster due to it's position in an already bloated Fury tree and the very unreliable nature of the proc.
What build are you coming up with at the moment?

If PvP is indeed your main point of focus, then I would dump the points in Bloodsurge (outside of raids you would probably not have the crit to get the real juice out of it) and trim the fat from either of these 3: Improved Berserker Stance, Unending Fury or Improved Whirlwind.
Giving you enough talent points to retain the tactical benefits of Intensify Rage and allowing you to max out Deep Wounds and Two-handed Weapon Specialization granting you an overall greater DPS output (theory on my end, I do not have the data to back it up). You should end up with something like this.
