The rarity does not say anything about how an item is bound.
An item can be Bound on Pickup (BoP), Bound on Equip (BoE) or the newly added Bound to Account (BtA/BoA). This varies from item to item, but most random drops are BoE, while most specific bossdrops are BoP. BtA are currently only aquired by using badges.
