My rotation that i use is IS MF and spam SF until MF and IS runs out. During quicker fights i put up IS and spam wrath. The build i use is

Right now i hit 1800-2000 dps with this build and rotation.

The only time i really use the eclipse proc when spamming SF is if the mob has low health other than that i continue my SF.
As for your second question i use my treants when the bosses health is low and i usually wont use them if the boss uses a aoe move than they become kind of useless.

On the topic of Mana-regen, think of ordering the talents you use by usefullness, putting a few points in each isn't optimal. OoC is the best without any question. Moonglow is second with low gear (ie not much spirit and int) but get's outclassed by Intensity quite fast and by Dreamstate too with raid buffs.
