So I don't play balance and by no means am I a pro... but that sounds like a bugfix plus a buff to me.
WiseEclipse was "exploiting" Eclipse, the 15 sec thing fixes that.
40% up from 30% is clearly a buff...
What the problem is?

I should have screen shotted it but there was a brief glitch in the display of the Eclipse talent right after the servers came up that just about gave me a heart attack. It was showing as 47% buff to both rather then 40% but that was the tool tip getting modified by the 2t8 set bonus. I was very sad to watch it change after I finished swapping to my 4T9 :(

Loss of WiseEclipse addon "loophole".
Loss of 8% crit/dmg from the 2t8 bonus.
Gain 10%crit/dmg from the buff to eclipse.
So... 45 - 8 + 10 = 47
Is a 2% crit/dmg buff worth the loss of WiseEclipse? very much so.
And with the greater stat allowance on the 2 pieces of 232 or 245 gear you are getting, the 4t9 bonus is definitely worth losing the 2t8 over.

1% loss over all for a fairly hefty stats gain and with triumphs being the easiest thing to get now a days 4T9 is now the set to get for starting boomers.

I don't think it's a glitch, they are making all tooltips behave like that (or at least they are trying to). If you put your 2t8 back on the tooltip will return to 47%.

It's not even quite that simple. Because 4t9 is +4% damage to both wrath and starfire, rather than damage to wrath and crit to starfire. In addition, they apply whether you're in eclipse or not.
So essentially you're getting:
1% less damage from wrath during solar eclipse
4% more damage from wrath while proc'ing lunar
4% more damage from starfire and 5% less crit during lunar eclipse
4% more damage from starfire while proc'ing solar eclipse.
Since most people are approaching the cap on starfire crits during lunar, that loss isn't a huge deal, so you're essentially giving up 1% damage during solar eclipse for 4% more damage the rest of the time. Even if t9 didn't have better stats, the 4t9 bonus would end up better than 2t8 now.

I guess I hadn't thought of it like that, since I don't do napkin math often. But just for the sake of debate, with my probably-stacking-things-wrong numbers:
For in-eclipse Starfire
40% Eclipse
4% Nature's Majesty
3% Improved Insect Swarm
5% Moonkin Form
3% Improved Faerie Fire
55% baseline with Talents
5% Improved Scorch/Winter's Chill
3% Heart of the Crusdaer/Totem of Wrath
63% with buffs
4t9 (iLevel 258, not including pants) has 240. A
gear set
that I randomly made up (and so probably isn't an ideal set up) of non-ICC-raid, non-ToC-heroic-mode items has 722 more. (Though I will admit to using crit-trinkets to hit that number; but they're some of the relatively easy to get ones that don't just have a crapton of hit on them.) The triumph idol gives you another 200. That's 1162 rating or 25.3% crit, for a total of 88.3%
Intelligence (according to WoWwiki) gives 1% crit per 166.667 int plus a class-based constant of 1.85. So with the above gear and standard buffs (1191 base int + 60 arcane brilliance + 52 GotW + 10% Furor + 10% BoK + 2% Improved Mark of the Wild), you're looking at 11.5% crit from intelligence.
Which leaves us at 99.8% chance to crit with Starfire during eclipse. Moving to ICC raid gear, or ToC heroic stuff presumably bumps it up a bit more than that. So I guess it just seems (in a theoretical world) that we hit a point where more crit for Starfire during eclipse isn't actually worth as much as damage multipliers on it.
Not to mention there is the whole "Still boosts them while outside of eclipse" thing. Which is more relevant now that we can't WiseEclipse right from one to the next.
But then every time I try to theorycraft I seem to end up with things stacking wrong somehow. So maybe I'm way off.

1191 + 60 + 52 = 1303
1303 * 1.1 * 1.1 * 1.02 = 1608.1626
1608.1626 / 166.667 = 9.649%
9.649 + 1.85 = 11.499%
I'm not positive about the class constant myself (opening a blank toon in Rawr shows 2.71%) but if that is the case then yes you did the math correctly :P
Edit: Yes the class constant is 1.85%. I forgot to take into account the base int at 80 of 143.
143 / 166.667 = 0.86
0.86 + 1.85 = 2.71
So yes your math is correct.
