I would call. They will need one of several pieces of information which could be original code from one of your disks, a faxed/emailed copy of id like a drivers license, or I know they asked me what the previous payment method was when I had an issue once.
The issue I would see with a new account would be the cost, although I think the sale is still going on so it would not be as bad as it could be.
So what is there to do? Call? What information will be needed from me to recover the account? Is it even possible or should I just create a new account?
You could call, or you could create a new Battle.net account with the same information your original account has, then submit a ticket from that account. In regards to what information will be required, it depends, really. I would, however, suggest you to have your standard Vanilla World of Warcrft CD-Key when making the call (or submitting the ticket), as well as a scan or a photo of a legitimate identification license such as a driver's license, or another form of government issued ID.
If you're unable to provide any of said examples, then it would be best to discuss it with one of their representatives when making contact with them.
I don't know which region you're from, so I'll provide the contact links to both support departments.
