As a shadow priest, your main role is to do damage. So yeah, not using MF is kinda throwing the baby out of the pram ;) But there's only so much you can do to mitigate your threat, if you're already doing the basics of letting the tank get solid aggro, following the kill sequence and watching Omen.
I'd start by dropping either VT or VE if you run into trouble, they can generate quite a lot of threat despite doing zero damage. If that's not enough, it's time to consider re-spec'ing into Shadow Affinity, which reduces your threat from shadow spells by a large amount. Other things you could think about is using trinkets like Hypnotist's Watch, which are once-a-fight threat reducers, to give you a bit more room.
But really, if you're running into trouble just using the 2 dots and MF, it's worth looking at how your tank is doing as well... maybe he's not using Sunder Armour or something silly like that, or not making good use of his other skills, or isn't spec'ed well for tanking, because unless you outgear him by quite a bit you shouldn't be having problems like this that often. A bit of time spent educating your tank in the techniques of ubar-threat-generation could be a win for everyone ;)

are you specced 3/3 shadow affinity? if there's a pally in group, you should have salvation buff too.
a spell rotation without mind blast & sw:death should not be pulling aggro on the main kill target. find a better tank. if adds are getting you, just drop VE and you won't be on their hate list.

sounds like you have a bad tank. Drop ve from your rotation, possibly consider speccing out of imp ve. My rotation is not constant. I usually open with vt,swp,ve(if needed),swd,mb,mf, and then cast spells in order of priority (being that if 1 is satisfied move to 2 and so on) my priorities are 1 vt, 2 swp, 3 ve, 4mb, 5swd, 6mf. Make sure you're also specced into shadow affinity. Maybe wait a few seconds, but if you can pull with the first or 2nd dot then something is seriously wrong with your tank.

Don't need to read everyones posts here, they seem to be pointing you in the right direction.
If you are pulling, review your tank and review VE, after all you're generating threat from DPS and Healing.. xD
Make sure you have Shadow Affinity for PvE too...
