I've gotten the "suspicious activity" reset message when I've tried playing at a friend's house.
It sounds like you're having connection problems with their websites. I can access them just fine, so it seems the sites themselves aren't down. It may be an international problem, or it may be your local connection. Try power cycling (off/on) your computer, modem and router. Also, make sure to clear your cache on your browser.

I've contacted Blizzard a few times and they're still "looking into the problem".
I've also contacted my ISP, and they're aware of the problem, but they've told me it's something in between (Blizz and Flets) causing the problem, so there's nothing they can do directly... but it's been 3-4 months without access to battle.net, worldofwarcraft.com etc. I would assume a problem this big would be solved by now. It really sucks without access to the armory, wow forums, can't even recruit-a-friend or upgrade my account for MoP without having to get on my wireless device or visit the internet cafe.
(I know this thread is old, but it's still one of the first search results when you look for bnet problems in Japan)
