How about an idea to keep casters mobile but still have a cast
Maybe make cast times spells possible to use while moving but at a penalty, such as a longer cast time.
I'm not sure on how well this would work but it's an idea.
Hey, now that is an awesome idea. I really like that. That makes a lot more sense than my idea. I seem to remember WH:O having that with some things, and I thought "Man I wish WoW did that." That's definitely the way to go, I think.

GCD would royally screw your idea over, most casters don't even notice it because by the time their cast is over the GCD has already gone through.
So say you are casting a Fireball, it takes 2.5 seconds to cast, by the time that cast is over the 1.45 second GCD will already be over.
With your idea, the Fireball is instant with a 2.5 second cooldown, but after the instant Fireball, you'll have to wait 1.45 seconds for the GCD effectively ruining your idea.
I LOVE this idea. of course, Im a fire mage, and I do believe with the ability to attack on the run, we could kill Anyone in game. Potions of speed would be used totally differently than they are now =)
