TBH, with current changes we shammies are much better in single target healing as used to be, so you must prepare to be fast with HW and LHW. Don't get me wrong after CoH nerf in 3.0.8, we are more back on raid healing. When you speak about haste and mp5 please DON'T ever forget hell loads of mp5 while stacking haste, basically haste is mana burning stat and not so needed (yet). Well, my priority is pretty simple.
MP5>Spell power>crit>haste>int>stam.
Considering the gear drop in other hand, pre-naxx stuff is much haste and mp5 gear, which you are looking after.
For spec,if you truly want to spam just CH, go with this

Well,for a resto shaman,spamming Chain Heal is at least 75% of raiding anyway,unless you're really
outgearing the paladins in your raid,you'll rarely be on single-target healing.
Wanted to add,don't forget the
Chain Heal glyph we have too!

Well, not so much nowadays. Shammies are VERY strong single target healers atm. Loads of crit and spellpower in gear.
