Yea, you are only allowed to have 11 characters on any one realm. Figure out which characters you want to keep and delete the rest.
11 character slots is basically allowing you to make one of each class if you want, but you are more than welcome to make multiples of whatever you like.

Write an ingame ticket about this, they can help you with that better.

But no, don't attempt to delete them. What happens when you select the duplicate characters and login, does it take you to that character, or one of your alts? If the latter, it's just a display issue.
Did you attempt to rearrange your character list? With some luck, that fixes the bug as your character list is populated anew.
