I'm not talking players here.
I've been trying for the last week to earn some
Champion's Seal's
, but the problem I'm having is that stupid computer cheats!
I'm talking about short cooldowns or over powered attacks. The faction champ leaves the ring and just keeps running away from the ring until it says that I need more practice if I'm to prove myself.
Seems to me that if the computer runs out of range of the ring, I should get the win. Not them.

Are you referring to the daily?
The post below is exactly how I do it. It may be frustrating at first but you can complete the quest in just a few minutes once you get the hang of it. Practice makes permanent!

I actually have never had a problem with defeating the champions. Charge your shield completely before starting the battle. When starting the battle, face the direction in which the champion initially rides (typically toward the center of the ring); as soon as the champion can be attacked, smash the shield breaker and then charge, as you can typically get these two off before the fight even starts. This puts the champion down to one shield, and gives you a lead.
From that point on, strafe in a circle around the champion, just wide enough for you to throw shield breakers. If the champion tries to ride away, shield break and then charge immediately to close the gap; if charge is on cool down, ride in -
don't
let the champion get distance on you for any reason.
As you strafe, keep throwing shield breakers and recharging your own shield as necessary. Once the champion's shield is down, break out of your strafe, spin your mount around, get just enough distance, and then charge.
Lather, rinse, repeat. The main thing about the joust is to always keep your shield fully charged, and don't let the champion get range on you for any reason. I'll see if I can make a video to post on Youtube or something.
If the champion is literally just riding off and ignoring you, then it sounds like you have a bug on your hands.

I usually start with an attack as they ride into the ring and then charge when they get far enough away.
Then as they run I either charge or shield break, which ever one seems more pertinent at the time.
Then I just spam 1 and 4 until they run off again.

Charge as they run away from you, with shield breaker as you circle back to them. You can do this without losing any shields, at all.
Then thrust them down until they decide to run back (usually to charge you) wait, charge+shieldbreaker again, rinse, repeat.
With the shields down, thrust is great damage. I can usually get 4 champs in a little under 5 minutes like this, without having to heal my mount in between.
