A while back I heard in passing that there was some place in Icecrown that was great for farming nerubian chitin, but only before completing some quest. Now I have a skinner and am interested. Does anyone know where that is, and what quest I'm talking about?

I think you're thinking of the Crusader's Pinnacle quests, which take place in the area Kopking marked. Before you complete
The Last Line of Defense
, there's a constant stream of skinnable Nerubians attacking the base. After you complete the quest, the mobs stop spawning.
There are still Nerubian Underkings in Scourgeholme (the western part of the area Kopking marked) after you complete it, but I haven't found the drop rate to be quite as good as on the pre-phasing mobs.

The droprate is the same, it is just that the kings are more spread, so it is not as many skin/time as Last Line.
