Not in raids, since you barely will get hit by any physical damage. Slightly more in instances, but basically you're a caster, shouldn't get hit, and therefore shouldn't hesitate to get some cloth.
At the the 5 man instances level, there's still quite a number of leather items, BC did help on that side. However don't shy away from cloth if it's better.
In raids there's almost nothing except tier gear that isn't cloth, however the recent badge item additions do constitute a very good leather dps set. Especially the boots, shoulders, chest and girdle.

If you want to wear some cloth items/gear, by all means go ahead ... search into leather sets like Thick Draenic Armor, Stormshroud, and various leather sets ... Strength of the Clefthoof is a must have pre-Kara, IMO - but, if you are going to farm N/H instances - refer to

for more information.
Did you even read that they wanted balance casting gear?
To add, I'm in the mindset that cloth does not itemize well for moonkins in most cases. We want int stam spirit spell damage spell crit and spell hit.
Most cloth items will have lower raw stats like int spirit and stam in favor of heavy spell damage/crit.
While these are fine for starting out, they wont run you into raids in the long run.
For my retired raiding set I had 2 peices of cloth total, Handwraps of flowing thought, and the crit boots from lurker. Everything else was/is leather, I've got the windhawk set and T4/5

I don't consider spirit as a main stat, the raw dps stats (+hit and +dmg come first).
Especially since appart from tier gear, there isn't much spirit to be found anyway. I'd like to have some more spirit than i have now, but you can start raiding well without and the spirit will come with progress in content.

Don't ever underestimate spirit as a stat a moonkin wants.
Spirit scales very very nicely in raids.
Last time I was fully raid buffed i had 200 mp5 and just about 1200 spell damage, hit cap, and 30 crit.

I know it's nice, i'm a very happy moonkin since the 2.3 patch in terms of mana regen.
However, it's still not a primary stat as long as chugging more potions prevents me from being mana starved.

Don't forget that in a raid one of your priests should have imp spirit, thus 10% more spell damage from spirit.

The best thing to do when evaluating items it to get an addon that can be customized to show what the stats equal in the tool tip. I use Ratingsbuster. Check this out.

I'm currently wearing Harbringer Bands. I'm comparing them to Armwraps of the Kaldorei Protector.
As you can see on the left, there is a stat summary with a list of stats (all customizable) and the values are on the right in gold. In parenthesis in white are the change in value form what I'm currently wearing. There is no change from the Harbringer bands, because I'm wearing them.
Compare the Armwraps. I'm in moonkin form, so I do get the armor bonus. The badge reward leather moonkin bracers are a 21 hp loss, 15 mana gain, 14.8 damage loss, 0.92% crit gain, 2.3 mp5 loss and a 460 armor gain.
They also have a yellow socket and bonus along with no enchant, so if you add in a 4 crit/5 damage gem + 2damage bonus +15 damage enchant they end up being a significant upgrade.
As you can see, next to the intellect it has a calculation on how much crit, damage, heal, and mp5 it is, according to talents. The only time that i've noticed Ratingsbuster to be incorrect is when calculating the set bonus from the tailoring Spellfire set bonus (7% intellect = damage). It also scales with your level, as 20 crit rating at level 60 is worth significantly more than at level 70.
Hope this helps with your decisions.

Don't forget that in a raid one of your priests should have imp spirit, thus 10% more spell damage from spirit.
10% more return from 250 or so Spirit is still... 25 damage... I'd rather take extra Int / Crit from that, honestly.
Once you're hit capped, Crit can still push you up, especially once you break 900-1k damage or so. Since we benefit from double crits thanks to Vengeance, it's a highly sought after stat, right next to the fact that it's another half a second off our next Starfire (In raids, anyway).
Int is just valuable overall. I'd take 1 int versus 4 Spirit anyday if I went back to Moonkin - Every bit of Int increases our crit, total mana, oh, and let's not forget mana per five, thanks to Dreamstate.
Realize that we're locked in a constant cast as a DPS'er - If we're ever outside the five second rule, we're screwing up unless it's something like Lurker (Dive), or a phase change (Zul'Jin every 20 percent). That means you pretty much only get 30% Spirit regen in combat.
Those that aren't familiar - That means 4.5 to 1 Spirit ratio for regen, and at 30%, that goes down to about 13.5 to 1 Spirit per mana per five... You realize how terrible that is right? Basically, that means you get better return for ONE Intellect to Dreamstate, even if it's only 10%. For every 10 Intellect, you get one more mana per five. Compare that with every 13.5 Spirit for one mana per five? Notice how terrilbe Spirit Scales overall.
Spirit is just a fluff stat for me in my full DPS gear. As a Resto hybrid, Spirit is MUCH more valuable to me due to Living Spirit, but still nothing to write home about. Lacking Dreamstate, it's the only kind of regen I can get, and therefore, something I have to live off of, beyond chain-chugging Super Mana Potions. If you concider Spirit to be more worthwhile than Intellect, or even think "Hmm.. This piece has 5 Spirit more, but I lose 2 Intellect" and actually go with it, you need to look into your talents and find out more about your regen.
As far as Spirit goes, it's not optimal. Picking up what you get from gear is dandy and all - Intellect, chugging potions, and Dreamstate is quite literally over 85% of your regeneration - Reflection will barely make up the 15% other.

Well, mana regen is certainly nothing to frown upon... as long as it doesn't gimp your damage stats. I don't have any experience with balance druids, but my shadow priest pretty much never looked at mana regen, but of course, as a shadow priest you have mana regen built in as long as you do enough damage so I guess that comparison is moot.

To some extent, Druids get this as well. Every 10 Intellect becomes 1 mana per five. Not to mention, any "Fluff Spirit" on DPS items is 30% return regen. But by no means have I ever seen anyone stack Spirit or raw Intellect from items - It's more just raw damage stats. If you're running OOM in raids with a good rotation (IS / SF*4 for conservation), chain chugging potions, and not getting mana burnt? Something is definately wrong.
Just stack your damage stats, 'ignore' regen for the most part (I personaly still prefer 6mp5 to chest over 6 stats, though), and chain-chug. It's all good then.
