How do you find out your personal rating? Is it the same rating that shows in your "arena teams" tab next to your name? Is that what calculates the conquest cap? If not, what is? If any of this is true, wouldn't a 0 rating person with 1347 cap weekly joining a 2200 team and somehow kicking ass be 2200 with a HUGE weekly cap after just a few wins? (I've seen how that rating jumps after winning). Do you keep your rating if you leave a team? (Say you have 2200 and your cap is huge, you leave that team, do you keep your cap) Does cap go by whatever your highest rating EVER was or what your rating was last week?

Going to do my best to answer your questions, but it would probably be better for someone a little more knowledgeable to do so as well:
Personal rating is shown under the same arena tab that lets you manage your arena teams. The team has a number beside it, and each player on the team has a number beside them. The number beside your name is your personal rating.
Your personal rating, NOT (I repeat, NOT) your team rating, is what calculates your Conquest Point cap.
When you join a team that is above a 1000 team rating, it automatically sets your personal rating to 1000. If you win games on that team (say if it's 1800 rated), then your personal rating will scale at an accelerated rate up to 1800.
With your 2200 team example: If you're fresh meat in the arena - you have never done a game, not geared, not 90-95% solid - then you're going to get your butt handed to you. A 2200 team means that almost all of your opponents are going to be reasonably solid. If you don't know what you're doing, it's going to take many hundreds of games to get even a few wins. So, no, I wouldn't recommend joining a 2200 team in the hopes that you'll be able to win games with them. You're better off starting your own team, learning from your low-rating losses/wins, and continuing up the rating ladder.
If you leave an arena team and do not join one until the next Tuesday, then your Conquest Point cap goes back to the default (1343 I believe.). **DISCLAIMER: Your Rated Battleground rating also contributes to your Conquest cap, making it possible to have a 2k Conquest Point cap without ever stepping into arena. If you do Rated BGs as well as arena, then when you leave your arena team, your Conquest cap will be determined by your personal Rated BG rating.**
Conquest cap goes by what your highest rating was on that previous rate.
