While in game you'll have to send a ticket in and request to have the character(s) restored. To do this, click on the red "?" button on your micro menu, I'm not sure if there's a hotkey for that. Click "Talk to a GM" and then "Open a Ticket" on the next window. That takes you to a window where you can describe your issue and send it in. After that, just wait for someone to get in touch with you and they'll tell you what your options are.
There are a couple of things to keep in mind. The sooner you get in touch with a GM, the more likely they'll be able to restore your character. After a certain amount of time passes, it just isn't possible anymore. Second, your account has a limited number of restores available during its lifetime. So be sure you really want to get the characters back before you start the process. Once you use up your restores, they're gone forever.

There's no fixed official number on the amount of restores you can have and they diminish over time (like if you had 5/5 restores half a year ago it could be 2/5 now, but that's not official numbers). The GM's judge each case-by-case and if you had some stuff restored a while ago then they may decline your request. If you've never had stuff restored before, however, then you may very well be in luck.
The GM's can restore your characters, but you must be able to name them all as they were in the past, possibly even what level they were to confirm that you didn't buy some chap's old used account. If you can do this and didn't delete the gear they wore and the gold they had, all should be restored without problems.
However if you deleted their gear or sold it off to then send the gold to your main, then you can only have their gear restored if you can name at least 5 of the items that they wore before you harvested them for the gold. The gold they had cannot be restored.
