Go with high stam and migration gear for 25 man and blockrating blockvalue gear for easier trash/5 mans, heroics etc.
The new expertise skill is doing alot for threath generation if you are starving for that.
I have like 3 diffrent set of gear when tanking:
1) Max stam & migration for the tough instances.
2) Blockvalue, block rating and aviodance for the easy instances
3) Blockvalue & hitrating and expertise for solo and questing etc. 700 BV + trinket is alot of dmg :)
