I'd shoot for faster. If you check
here
, you'll see that the top, off-hand speed, maces are at 1.5/seconds.
1.8 isn't terrible, though. It's still faster than your main-hand, which should be around 2.5~ seconds.

Dirty deeds does affect hemo and master of subtlety affects all damage.
Try to keep the speed of your OH down for cheaper shivs.
