Is disc. viable for pve healing as im lvling my priest currently and was wondering if i gonna have to respec between BGs/arena and raids

What level is your priest? What do you currently have? Are you combining it with any other trees?
I happen to think that discipline works great for leveling; allowing talent investment that benefits both healing and damage. But it depends on what your points are in. There are lots of Discipline talents that would be awesome for pvp but would not help for pve at all.
So it depends :D
edit: if you're raiding, then you're probably not leveling... unless you mean 5 mans?

In high end raiding, deep discipline isn't very viable.
It's commonly accepted that deep disc = pvp and deep holy = pve.
The most points into disc that most guilds will accept you with is just enough to pick up imp divine spirit.

I actually run down to Pain Suppression for raiding; it's far less effective for healing 5-mans, but as long as there's another priest in for CoH, PS/PI is useful for, as an example, Archimonde or other higher-end fights where your tank /will/ have aggro, and is getting hit for painful amounts of damage and your healers are having to run away (be it from Doomfire, Air Burst, or Rain of Fire, or any other number of things requiring escape in BT/Hyjal) until they can get back.
Or, as is the case again in Hyjal, when your warlock gets a bit too Seed-happy on trash waves. Pain Suppression to drop some of their aggro, and that and Shield keep them from being instagibbed.
