If dispellers are removing all DoTs on cooldown, it means that you can throw someone in a fear and there's nothing they can do about it. And so on. Plus, the idea of a DoT cleave is that you don't just keep one target DoT'd, so if he dispels the low-health player that opens them up to a hard switch while the healer tries to get him up meanwhile everybody else is getting huge DoT's on them and the healer doesn't have dispels.
