Ok just looked into it, and apparently all fallthrough functionallity has been removed in 3.0 along with the range identifiers ^o hmmm..
which means any macro like:
/cast <spell1>
/cast <spell2>
wont work anymore as long as they have global cooldowns..
so the only way you can get this to work is by using
/castrandom Concussive Shot, Wing Clip
but i just tried it and it can take a few presses to get the right ability to fire (maybe thats ok for what you want, i dont know)
otherwise just hotkey them next to each other n button bash :D

#showtooltip Steady Shot
/cast Kill Shot
/cast Steady Shot
/cast !Auto Shot
works just fine. Steadies when Kill Shot is not castable, Kill shot when it is.
*edit* I know this is about concussive/wing clip just pointing out that the logic used was false ~_^
