applicable ability used consumes no Holy Power and acts as if the paladin has 3 Holy Power.
Ok, I'm looking at this from a retribution angle and am not quite understanding this.
So in a nutshell, we will be building to 3 HP more slowly but less randomly - based more heavily on crusader strike than on random procs. But what is this part about the
next applicable ability used
consuming no HP and acting like 3HP?
Next after what? DP is a talent and we don't activate it. Is this going to be a new 'Divine Purpose' proc to watch for (instead of Hand of Light)? And as for the "applicable ability" consuming HP - I'm hoping that only TV, WoG, or Inq will consume the HP since all of the other abilites listed in the DP tooltip get no bonus from HP.
I wonder what the proc rate will be on divine purpose and what amount of damage the new passive mastery will bring. It seems like overall if DP procs as frequently as my mastery did (~15%) then this will be quite an overall buff to damage.

Divine Purpose is becoming EXACTLY what our current Mastery is now... That is it.
