TDR is a nice metric, but ultimately it isn't the most important. You gave the reason why DivP isn't so great yourself...
Downside i guess is its not really there when you need it
You might get a slightly higher over-all uptime of ShoR, but what about when you need to have ShoR ready right NOW (think Sha of Fear Thrash - without ShoR up, you're as good as dead, hit HA and you don't have to worry about it at all).

I would say DP shines in trivial content - trash or 5 mans. For anything where you need either a controlled burn have predictable massive damge inc HA moves leagues ahead.

Why?
DPSing is mostly about planning and executing, with an occasional need to react to important fight mechanics.
Healing and tanking are equal parts planning and reacting. Unlike Holy Avenger, which I recommend, it is very difficult to use Divine Purpose to respond to damage. It only lasts 8 seconds---even if you could hold the proc longer, you risk losing the benefit if you get another proc before using it.
In theory, DP could increase your damage reduction due to SotR. But Holy Avenger gives you that ability consistently on demand---with an option to use the HP for WoG heals.
HA is almost another GoAK (though it depends on your mastery), except it has a significantly shorter cooldown. I rate it as the best Prot talent with Unbreakable Spirit as a close second.

I think it's incredibly unfair to just simply discount Divine Purpose as 'bad'. On any fight where there's no meaningful spike of physical damage, Divine Purpose would be the better choice of talents to take, in order to take less damage overall. While there may not be as many fights where it shines compared to Holy Avenger, you can't just ignore it either.

I'm fairly partial to Divine Purpose, I've always been fairly lucky with procs and typically see a few 4 chain procs during a fight. It's nice to throw up a SotR and get a free WoG to go with it. With some luck and a large amount of skill and awareness, one could balance their other CDs around SotR chains. However, on any fight where incoming damage is a significant concern for your group, I would say HA has it beat. It's easier to plan around and is more consistent. My group is having issues with Gara'jal for quite a few reasons, and I'm pretty well convinced that DP is secretly contributing to that.

Remember that it only procs off holy power consuming abilities. You will not get another proc unless you do use it. Exceptional play might lend it to being a second HP reserve, but I find it much easier to simply use it as a free double duration SotR or a SotR+healing. This may be less then optimal, but I imagine this is how the average person is using it.
Edit: There is a situation where saving it could lead to wasted HP. Imagine using SotR at 5 HP, Getting a DP proc, and saving it for an upcoming spike. While waiting, you gain an additional 2 HP, putting you at 5. You then use DP and it procs off itself. If your next attack would have been an HP generating attack, you are now forced to use WoG, pick another ability, or delay your next attack as you're SotR CD locked and full up on HP.
