Depends on the fight. If the bosses has an Enrage/Beserk then DPS matters more. If it doesn't, then damage done does.

If this is a serious question, think about it. Forget for a second, his dps values, and think about the situation. Assuming a raid boss, if this rogue can put out 4k dps whilst staying under the threat of the tank(s):
He did 20k total damage, therefore 20/4 = 5 seconds. So he got himself killed in 5 seconds, into a presumably long raid boss fight. Does that sound outstanding to you?
As the other posters said, it's not about these 2 values alone. High dps comes from knowing your class, not the other way around. Learn your class, learn what gems/enchants are best, learn spell/skill rotations, be attentive in raids. In-depth knowledge of your class will make you a hundred times better player than anyone who stares at dps charts all raid long.
