Mangle
Shred

That's pretty much the standard cycle and it's been proven to work. Just go with it.
, Mangle, Shred up to 4/5 CP, Rip; wait for some extra energy and repeat
You're right, you do need new shoulders and helm. Shame you're not Aldor, there's a very nice
quest reward
available to them. A trinket wouldn't hurt either, Badge of Tenacity isn't exactly the prime choice for other than tanking... One stat you're lacking is hit rating. It's quite underrated, but you really do need 100+ (142 is the exact line, I believe) to be an efficient damage dealer. It's hard to tell if you have a good cat necklace or not, armory only shows you wearing a tank one.
edit: Oo, this was my 300th post here! /cheer

Ugh, Rake. Rake is a waste of energy. You'll do more damage by sticking to Mangle, Shred (to 4/5CP, whichever you hit first), wait on energy (so you can RIp and Mangle on two consecutive attacks), Rip, Mangle, rinse and repeat. Your DPS will spike up if you have another feral druid to tank for you, because then they'll be keeping up Mangle and you can just Shred to your heart's content.
(If you wonder, Rip at 4CP and Rip at 5CP aren't that different, the increase in damage is static instead of AP-based; and, if the crit gods don't smile on you, it's more efficient to wait for energy, 4CP-Rip, Mangle, and carry on than to Mangle or Shred for the last CP, Rip, and restart the cycle.)
If you're forced to use Ferocious Bite (on non-bleeding mobs), use it when you have just barely the amount of energy it requires, and not more.
