I've also played with a Dreamstate resto build. Here's my take:

Spell power, no matter how much mana you don't have, is much much more important than mp5. Don't risk that 5% spirit loss from improved Tree. Use pots, if you have to.
On Wild Growth: I think it's a mostly useless spell. It does have uses, and it does it's job well, but mainly I just don't need it. Rejuv on everyone, or if it goes down, I'll Tranq.
Gift of the EM is utterly pointless to me. It costs too much and has too little return value. It's sad, because it's so misleading and tempting. It only works on WG, Lifebloom and Rejuv. Two out of Three spells I use, and I never find myself wishing I could heal faster without it.

I would consider taking some points out faster Wrath and Starfire casting and putting them in Celestial Focus for spell haste that you would get at least a bit of use from. Might even put one of those points in Insect Swarm. It does help a bit for your tanks against many bosses.

This is a fairly brash statement. There are many raid bosses that throw out lots of aoe, and more frequently than the 4 minute CD that Imp. Tranquiltiy gives. To call it useless just means that you heal less efficiently in raids than you could be healing. WG is a great reason to bring a resto druid to a raid, and it's going to be even more powerful when CoH and WG both get the 6 sec CD nerf. Even more reason to pick it up.
Yes, in a dreamstate build you can't take WG.
No, it doesn't mean that you can't heal.
Yes, it means that you are doing a disservice to your raid.
Learn to use all your tools. If you must go Dreamstate, try to keep it to pvp and 5 mans.

With CoH unspammable, it makes WG (however many you have in a raid) that much more important. If you have a guild with enough Resto shamans, I'm not sure why you'd be healing. Sort of a null argument, really. My guild happens to not be able to stack even 2 resto shamans, let alone 3 or more. Your guild might be different, however.
Dreamstate is handy when you are low on gear, but once you start getting maxed out on INT, it really doesn't do that much for you.
For pve raiding, to give up WG and Gift of the Earth Mother is a ton of healing loss. WG comes in as my 3rd highest healing spell on WWS reports, due to it's AoE and the amount of HPS you get in one GCD. GotEM means that you can roll lots more LBs on targets, or spot heal with LB with a superfast GCD, again, a huge HPS increase whichever way you look at it. If you aren't using WG or Gift, you are much more likely to see higher over-heal numbers, since you'll be throwing out direct heals that will have a much greater chance of being over-ridden (nourish or regrowth).
For me, I think you lose way more HPS and HPM by dropping WG and GotEM than you gain from 10% INT=mp5 and 12% INT=sp.

The point is that GotEM lets you get to your Regrowth faster, since the GCD is so much faster. It means you are speeding not only your stacks up, but everything else you cast right after LB or Rejuv or WG. You like crunching numbers on mp5, but the haste (hps) that you get from Gift is 20% of every GCD that you cast LB on? That's incredible.
It sounds like you want to do more spam style heals. If these talents aren't working for you, then don't get them. It's your money you are paying to play, after all :D I just think by neglecting the top Resto talents and not learning how to use them you are short changing yourself as a Resto druid.
The proof is in the pudding though. Compare your WWS stats for healing when you are MT healing with your spec vs a WG spec and then again when you are raid healing with both specs. Make sure you are doing it on the same bosses. If you are doing as well with both, and you are healing as much as other resto druids that you are running with that use WG and are equally geared, then don't worry about it. I personally think it's a bad idea to skip WG and Gift, but I'm not here to force you to play any given spec :D

Ah, I see more of where you are coming from now.
I guess I still see WG as viable even with the 6 sec CD, because it will actually tick for 6 seconds now, and won't be overwritten by a spam-happy CoH priest. Not only that, but since CoH can't be spammed, the more toons with AoE heals that you have, the better coverage you have across the raid.
That's why I'm keeping it, anyway.
