Drop Rates Question

On the loot tables on Wowhead, how does the drop rate work for trash mobs that aren't guaranteed to drop anything? For example, does a 1% drop chance mean that a given mob will drop that item 1% of all kills, or will we need to first roll whether or not something will drop first, and then the drop chance of 1% comes into play? For the latter, an example would be a mob that has a 25% chance to drop anything at all and therefore the probability of receiving a 1% belt would be (25%)*(1%) = 0.25%.

Loot percentage should only be tracked for mobs that can be looted. Otherwise, Wowhead Looter has no way of knowing.

My understanding is that drop rates are based on kills... your first idea.
Out of 100 kills, you should get 1 item for a 1% drop. I'm pretty sure wowheads database just pull from actual drop rate data by item.
So, say, 10k murlocs were killed (by a bunch of characters). They dropped
576 scales
1024 ears
114 grey type 1
218 grey type 2
28 green type 1
39 green type 2
3 blue
1 epic
Then the % comes from that.
