The gear you will be getting from Outlands and beyond will more then make up for threat issues(dig up some old threads and poke through them to get an idea as to what you want to look for).
Balance druids really start to shine with outlands gear, so don't discount them :P
As for your gearing issues if you clear the HFP quest lines you should have just about every piece of gear upgraded and will see a large boost in your capabilities.

feral is definately a lot better for solo leveling through quests that resto. i would say that you stick with feral, and once you get some better gear do as many instances as you can until you feel more comfortable tanking.
besides, everyone loves to have a feral druid in the group, so you may get more invites as cat dps than you think :D
