The important question is: Does DW actually increase chance to Parry?
No.
Unless they're D/Wing two Parry weps, ofc. (Which won't make up for the threat they'll loose with the constant missing D/Wing brings. Unless they gem/gear for hit. At which point they loose health or...ironically, avoidance stats :D)

Well, your guild members are idiots for thinking that.
However, if you really want to be technical about it, and look at things in a bit of an odd way, then they're right.
Dual wielding means you attack the enemy more. Attacking the enemy more means that the ENEMY parries more of your attacks. When the enemy parries your attacks, the enemy gets an attack speed increase. That attack speed increase means you're taking more attacks, which means in a specific duration you will parry more... though you'll be taking more damage as well.
To put it simply though, no, you dont actually gain more parry chance by wielding two weapons.
