...I just don't really see how he's doing that much DPS with a 17% chance to miss against bosses.
He does have pretty good gear otherwise, and against trash mobs his hit rating wouldn't hurt him nearly as much...but that's not really where you need the DPS, you need it on the bosses.
Though, if you were recording DPS and he was really hitting 3500 on bosses...well good for him! I'd like to hear your results when you try it out.
