Tested yesterday before the patch, the crit increase from this glyph is counted twice if dual wielding FT. So this becomes a 4% increase.
I couldn't find anything in the patch related to this glyph either, has anyone seen it mentioned?
And with the changes to the talents in 3.0.8 people using this build will be forced to either give up Mental Quickness or Lightning Mastery. I would prefer to give up Mental Quickness and Mental Dexterity and instead take Earth, Storm and Fire / Elemental Oath as follows:

though if you're specced to duel wield, you can drop the +6% to hit, as I read in another forum that someone pointed out that as long as you're using two weapons, the hit increase effect applies to both spells and melee attacks.

only
affects melee attacks.
To the OP, changes in the next patch far down in the elemental tree will be too good to pass up. Add in the change in position of Mental Quickness (what these hybrids were really aiming for) and Static Shock and there is no longer any reason to spec this way.
