Gem for hit first. It can be difficult to reach the hit cap before you start picking up pieces of Tier 7. After that, spellpower. You shouldn't be having too many mana issues as elemental.
As for blue sockets, unless the socket bonus is something you really, really need or you need to meet the requirements for a meta gem, you can ignore them. Just stick in another +16 hit or +19 spellpower.

yepp thats the best way to do. pure spellpower when hit cap is reached.
same goes for food buffs. So lvl your fishing and cooking and cook some salomons ^^
