Yes.
If you can't do the enchantment your self, you have to get someone else to do it. Find someone via the trade channel (or someone you know already) and give them the mats. Open a new trade window and put the soulbounded item into the bottom box with is mark 'will not be traded' or something like that. The enchanter will then put the enchantment on the item in the box, click trade and you're done.
