First off, here's my armory:
http://www.wowarmory.com/character-sheet.xml?r=Mal%27Ganis&n=Supertek
Second, a little background. My shaman is an alt and was shelved just a couple weeks into Naxx so I could focus more on my main and another one of my alts. After getting bored of death knights, I returned to my shaman in 3.2, farmed some emblems and suited up in 226 gear so I could get into ToC-10.
Up until now, I'd still been using
Greed
and
The Stray
. I've been running H-ToC every day hoping to get
Aledar's Battlestar
, but I've been unlucky enough to never see it drop.
Last night my guild did an impromptu alt-run ToC-25 and, lo-and-behold, I won
Hellscream Slicer
. Here's where my question comes in...
In which slot should an enhancement shaman put his more powerful weapon?
Does the off-hand slot take a hit penalty? If so, I'd imagine that the better weapon should go in the main hand. If not, would equipping it in the off-hand slot be better because of larger Lava Lashes?

Your best weapon should go into the main hand so you don't take a bigger 50% damage penalty. There's no hit penalty for offhand.
Lets say your weapons do 250 damage and 150 damage. If you put 250 MH and 150 OH, your Stormstrikes will do 325, and your windfury will base its attacks on the 250 damage, and you'll have kinda crap Lava Lash (oh noes!)
If you do 150 MH and 250 OH, your stormstrikes will do 275, and your windfury will base its attacks on the 150 damage. You'll have good lava lash... but is that really worth getting crap for your stormstrike and windfury?

Thanks a lot for the info!
I forgot there was a damage penalty for OH weapons, and got it mistaken for a hit penalty. I'll toss my new axe in my MH slot then :)

Ew, no.
Testing by various members of WoWhead and Elitist Jerks indicates that the only time a fast OH is a total DPS upgrade from a slow OH is when you're looking at a 80 blue vs a ToC (or higher) epic, and even then, it's an alarmingly low increase given the iLvl improvement.
And fast MH is totally out of the question when Windfury and Maelstrom (a PPM that scales only with weapon speed, thereby favoring slower weapons since Shamans have quite a few instant attacks) is taken into account.
Should have let the rogue or the disenchanter take the axe.
What the fart are you talking about? Who said anything about fast weapon speeds? Every weapon the OP linked are slow.
