Long story short, after reading your feedback and thinking about it some more, we no longer like this change and are going to revert it.
We will likely swap the positions of Mental Quickness and Static Shock as some of you have suggested.
Bottom line: Mental Quickness will still convert attack power to spell power.
They reverted this some time ago.

This has already been reverted on the PTR, although at the moment it's bugged so that +healing is still coming from agility but it's a known bug. Blizzard is REALLY slow at updating patch notes.

True that Blizzard has stated that they will revert the changes made to Mental Quickness, most people will refer to the patch notes posted on
http://www.worldofwarcraft.com/patchnotes/test-realm-patchnotes.html
as that comes directly from Blizzard. Thus it is commonly assumed that it will have the most current information.
Unfortunately it has not been updated to reflect the changes on the PTR. So when people read it, they would most likely believe that it is what is current.
Ironically, at the top of that page, it states that you can find the latest test realm patch notes.
