Elemental Devastation isn't going to have anywhere near the PvE uptime for PvP because some of your MW procs will be heals/hexes and you'll be Frost Shocking a lot. We get most of our ED procs from LB/ES/Static Shock crits from the SS debuff and our spell crit with other spells is very very low at this point in the expansion. The more spell crit you have, the better it will become. Right now, there are other more attractive PvP talents and will vary depending on your gear/comp. I don't feel like there is a cookie cutter for PvP. That said, you can use a defensive, offensive, or a balanced oriented build depending on your needs/goals.

I think Acuity is always better than Concussion. I'm about to get into PvP again (haven't since last season XD) and am going to try out
this build.

For what it's worth, I use exactly the same spec as the one that soccer has linked, except I have Glyph of Feral Spirit instead of Windfury.
I like it, I guess.
Most of the variance I'm seeing is that some people go 2/2 Totemic Reach and 2/3 Toughness instead of 1/2 and 3/3, but
this is more dependent on your comp
. I run with a spriest dps partner so the increased totem range isn't super useful, but if I were to run with rogue/warr, 2/2 Totemic Reach is probably the way to go.
I think this post is worth emphasizing. We have a LOT of flexibility right now as far as PvP specs go with the 5 or so left over talent points. Think about what you want to do (BGs vs Arena), who you're playing with (comps) and don't be afraid to experiment.

Few questions and a few points...
i run something very similar to soccer's build, but i dont understand using glyph of stormstrike. i dont cast enough nature damage spells at my target to justify a prime glyph, i use feral spirit instead. am i undervaluing stormstrike glyph?
Enhance is great because of the flexibility, i usually tailor a few points outta my spec to whichever comp i am in, my favorite has been a ret pally, although i have heard emhance/hunter is very good i have not had an opportunity to try it yet.
The PvP value of the Storm Strike glyph drops for the same reason as Elemental Devastation. Looking at the sim, the FS glyph is ~75% the dps of the SS glyph, so the PvP worth is going to be very close.
I would say
that which one (for arena) you choose will depend on whether or not you will be your group's main snare'er. If someone else will be the one throwing out slows, so you don't have to always use Frost Shock, the SS glyph might be better. If you're Frost Shocking every shock CD, then the FS glyph is probably better.
FS = Feral Spirits, not Flame Shock in this case =P

Another spec that I love but is rather specialized is a more defensive setup with no points in Elemental. (I use wowtal links because they're faster and don't have ads unlike wowhead's, so don't think I'm trying to get malware on your comps.)
Defensive
: This play a lot like a pseudo-ret pally, particularly with the nerf to WoG in 4.1. You get another defensive CD (giving you Stoneclaw at 20 seconds, Nature's Guardian at 30 seconds, and Shamanistic Rage at 1min... which is very strong) combined with extremely good offhealing. Probably the strongest healing spec out there that isn't an actual healer, and has good survivability as well. (You don't have nearly the damage output as the standard build though.)
I love it, but none of my partners play DK/warr/rogue so I run the more traditional spec linked up top.
I don't see the Defensive option as being more than gimmicky for most situations, but it could also be useful in some specific mixes. For awhile there -- while you didn't have to fill out one talent tree to dip into another -- with my Shadow priest, I dropped Dispersion in order to get some amazing ability to place shields in PvP encounters. Ultimately, I like to see it when people are being creative and coming up with things that're off the beaten path.

I use Totemtimers and when my shield (or weapon imbue) expires it does this cool fade out with the icon on my screen, it quickly grows large and transparent along with making a sound when my shield expires. You can do something similar with powerauras. Without a mod to help you out, I don't see it being practical in a PvP "heat of the moment" situation that you can actually notice that it's expired.
