It's good for a heavy damage spec, but be careful of pulling aggro off of your tank. I'd also vote for putting points into Mental Quickness, the bonus damage is potentially huge. As a shaman, you might find yourself having to heal in an emergency if the main healer goes down, which is another reason to take Mental Quickness.
Do you have enough spell crit to make Elemental Devastation worth the three points? In my experience you don't see a lot of spell crit on gear for enhancement shamans. 22% crit should be reliably enough to keep Flurry, Unleashed Rage, and Shamanistic Focus up as long as you need.
For longer fights, alternate between Earth Shock and Flame Shock if you want to do the most damage.
2.6 speed is the magic number for Windfury weapons, if you have 5/5 Flurry, which you should have.
Most of the enhancement shamans I know, including myself, take restoration as our secondary tree for Nature's Guidance and Totemic Mastery, both of which are very nice for raids. This is the build I would personally go with for a 70 enhancement shaman that mostly groups.

Remember, it's not just about being the highest on the DPS meter, it's about helping your team, and being able to last through a long fight.
