Only secondary stats (hit, crit, haste, expertise, mastery, etc) can be reforged.
Claws of Agony
is not for shammy. Get
Vicious Gladiator's Fleshslicer
or
Maimgor's Bite
P.S> Resilience can not be reforged.

To find out definitively, you're either going to have to acquire the weapons and test them yourself (at least 30 min) or use a simulator (rawr and/or enhsim). I can't find anything in writing as to the value of the haste proc. The difference is probably pretty close, though
Maimgor's Bite
is better than both of them. On my server that goes for 20~25k though, and whether or not you want to burn that much gold for a ~2% dps increase is another question.
The point of the haste proc is to make up for the less than ideal stats on one of the weapons if you're a warrior or shaman. I don't know what to think if I saw a hunter with these.
