A couple points in enrage doesn't hurt. Very, very few fights have zero splash damage, you most certainly will be taking hits, enrage procs often enough to justify taking it, but not to max it out.
Also I am currently using a build with only one point in precision and the extra in imp. execute, works great for me but the problem with it is that a single upgrade could mean I have to respec, though witht he next patch there will be more leeway.
As for bloodsurge I don't think its worth skipping either now or after the patch. As Kelwo mentioned it is a chance, but I still believe it will be a minor buff. I currently have about 35% crit chance which nears 40% raid buffed and according to WWS and Recount my BT is only critting maybe 20-25% of the time. Even still, I'd not part with it, expecially with the 2 piece T7 bonus to slam.

First off the bloodsurge change is a buff even if you had 50% crit chance right now. I did say it was a buff.
Secondly
http://www.wowhead.com/?talent=LN0czfhZhxb0Ebu0eRVzAo
is pretty much what you should be doing for PVE and for PVP your on your own cause I still find arms to be 10x better even in its current state. The hit rating in Precision are more easily replaced by gear than the expertise from Weapon Mastery, I find it incredibly hard to believe you have the stats to make up for that loss. Unbridled Wrath is a meh talent at the very best with two handed weapons, besides, you took Anger Management. The points are better off in either Booming Voice or 2/5 Improved Demoralizing Shout (is that still max efficiency without CoR? Or did it change with the expansion?).
Also don't forget TG penalty may be gone reducing yellow cap to 9% but white cap is still 28% so if you drop your hit you're gonna lose rage gen and then you might not even get your rotation off.
While more hit rating does mean better rage generation with the penalty removed from Titans Grip it is no longer worth it to gimp your other stats to stack hit rating, with 3/3 Precision you will only need 197 to be capped for specials. Though I do agree that one should have more, going into the high 300's with hit rating will ultimatly be a waste when you can gear towards more benificial stats (like expertise since you would need an additional 66 from gear to just be on par with nearly every other fury warrior who knows well enough to take Weapon Mastery). Also yellow cap has been confirmed to be 8%, not 9% now and white cap is 25% with Precision, but I'm still not going to gear to 820 hit rating.

Some points
- 5/5 Imp Demo is the most useful on a boss, no more 2/5 Imp Demo.
- CoR won't be used in raids anymore. Faerie Fire is in the same category of debuff (minor armor reduction), and poses no negative side effects.Wasn't sure if that had changed or not, thanks for clearing it up.
Weapon Mastery is one of the most useful talents in the tree, it's better than Precision if you're not expertise capped, and it's easier to find hit on gear than finding expertise on gear.Thats what I said! :P
(but you worded it better)
