executioner is a good enchant for both pve and pvp,
remember that its not a debuff on the opponent but rather a buff on yourself as only you get the armor penetration fron the enchant.
as you start to collect more gear, AP and Crit start to become less effective and Haste and Armor Reduction seem to scale nicely.
So to sum it up, i would definatly get it on you new MH, as its proc rate is nice for pvp, and for pve it will make you do more damage on a boss. Have fun =)
