We have a slew of instant attacks, such as our core judgements,
Shield of Righteousness
,
Avenger's Shield
,
Crusader Strike
,
Divine Storm
, and
Hammer of Wrath
.
Will Expertise affect these?
Am I well off stacking it for pvp?

It will affect abilities that can be parried and dodged, which would include abilities like Crusader Strike and Hammer of Righteousness, but not Hammer of Wrath or Avenger's Shield.
Overall, I think it would be a poor stat choice for PvP. Not that it is without benefit, but there are simply more important stats to pile on, and anyone that runs around with significant amounts of dodge and parry is weak against paladins anyway.

Divine storm is now physical damage and can be dodged and parried also. The nerf to DS goes deeper than it first appeared.

Please, please don't stack expertise for PvP. You only need (and I say need lightly) hit up to the point where you can hit a person of your same level (no need to worry about level 83 mobs). After that, stam, and depending on your spec, resilience, are king. Can't attack when you're dead.
Rather sure you "need" about 4% hit rating for PvP (but I would not bet my life on that). But then again, don't gem or enchant for hit, if/when needed the PvP gear will supply it; much like it did for, say, rogues in TBC.
