15% for raid bosses, as far as i know.

Players usually assume a raid boss has 6.5% dodge and 15% parry but there may be some variation in boss' parry chance.
15% parry reduction would require 492 expertise rating at level 80.

my next question is, whats the perfect amount of expertise then? since rune strikes need a dodge or parry in order to be used.
what will keep my dps from dropping behind but still allow enough rune strike procs?

rune strike becomes active when YOU dodge or parry an attack, not when your target does. Expertise has no effect on rune strike. It's designed as a tanking tool, not a DPS booster - and in the next patch rune strike will be doing less damage but more threat, to further deter dps from using it.

You should generally shoot to be undodgeable (totally not a word) by a raid boss (6.5% I believe), as that's the only defense measure a mob can use when you're attacking from behind - which you should be doing if you're DPS. I'm not a tank, though I would assume they shoot for more - but I don't know how this lines up with other stats they're trying to accumulate.
